I must apologize that this letter is quite lengthy; please treat without
prejudice. I am a freelance investigator and I am currently conducting a
Forensic Data Analysis (FDA) for a ministry. I was consulted after the
minister could not approve an inheritance payment due to the number of
applicants that did submit claim applications by proxy also raised the
suspicion of "Ghost Claim" towards the approval of the fund. The word
Ghost Claim was coined in Africa in the early 70s and in its simplest
meaning, it refers to as an inheritance claim presented by an applicant
without making a live appearance. In Nigerian, ghost claim channel was
adopted in the 60s by corrupt administrators; it's usually carried out in
collaboration with a foreigner whose specific roles are (i) To provide his
profile for documentations as a Next of-Kin (ii) To apply and seek
inheritance settlements (iii) Set up offshore accounts on behalf of his
local counterparts to warehouse looted funds. Crime analysts have argued
that the plain sailing use of Ghost claims for decades did stir up the
insight with which the widely known Advance Fee Fraud was formulated.
The use of ghost claim still is practiced in this 4th republic; and owing
to the continuous misappropriation of funds by government functionaries, a
Bill was recently signed into Law, which states that 'every inheritance
claim' MUST undergo a Forensic Data Analysis before a claim Authorization
can be given. I was made to believe that over a dozen self-proclaimed
beneficiaries had severally attempted to claim this particular fund in
different desperate channels. As a result of some other irregularities
recorded, I was contracted to conduct an independent Forensic Data
Analysis in order to uncover the sole-heir of the fund from all the
applicants observed. The outcome of my (FDA) on the history of the fund in
question proves that the fund was extracted from an over-invoiced Multi
Million Dollars oil contract and NOT truly a Legacy left behind by a
deceased foreigner as reported. I further gathered that from the
over-invoicing of the contract executed to the extraction of the
over-invoiced sum from the Grand Total of the contract amount and the
change of the payment title to an 'Inheritance entitlement' were
initiated by the ex-chairman of the Contract Awarding Trustee whose
executives were dissolved two days after his death.
My employers are equally corrupt bureaucrats and reporting my findings
about the source of fund (extracted from an over-invoiced oil contract)
may lead to the embezzlement of this fund if eventually is being held in
their custody. I have decided not to make the source of fund known to my
employers since my job description is to verify the sole-beneficiary and
not to trace the source of the fund. I find you trustworthy and it's a
sign of reverence that I decided to make this offer to you amongst other
applicants. Be informed that as the lead investigator of the said fund and
with my umpire immunity, I have the powers to appoint any applicant of my
choice as an outstanding beneficiary without he or she facing the stress
of red-tapism. If you would agree to donate 50% of the fund to my late
mother's orphanage home as a foreign donor and keep the remaining 50% for
yourself, I will nominate you as the sole-heir of this entitlement and
guide you accordingly to enable you receive the fund in less than two
